As a Copywriter now running a Writer's Website, I too have got so involved in current jobs that I've forgotten about marketing myself to get more business afterwards. The only way to avoid the 'feast or famine' syndrome that many freelancers or small business owners suffer from is to have a reliable part-time assistant (or partner) who can work in the background, continually marketing your services on your behalf.
And the key to getting new or continual work? I agree - it's being pro-active with current and potential clients: suggesting new ways of marketing their businesses (even though you haven't been asked to) or providing information/opportunities that would be beneficial to them. That way, I've certainly got new work from, and gained a higher level of respect from, current and new clients.
It's 'unpaid' creative work that in most cases, pays off in the end!
